Half-naked man arrested at UTM, charged with indecent exposure, intoxication

MARTIN — A man was recently charged with public intoxication and indecent exposure after police say he was found walking around the University of Tennessee at Martin campus wearing nothing but a tank top.
Authorities also allege that Carlos Rodriguez Moreno urinated several times while being held in a police interview room.
The incident began at 9:16 p.m. on May 24, according to an affidavit. An officer observed an individual walking through the parking lot of Crisp Hall yelling and causing a disturbance.
When an officer approached the man, he noticed that the man was wearing nothing but a tank top and his buttocks and genitals were exposed, according to an affidavit.
The responding officer identified the man as Moreno and noticed he had bloodshot eyes and could not explain why he was acting the way he allegedly was.
He was placed under arrest and taken to headquarters for booking. A pair of underwear believed to belong to Moreno was found near where he was arrested, according to the affidavit.
While at headquarters, Moreno allegedly urinated several times even though he was informed he could be escorted to the bathroom.
Moreno was advised of his right to have the Venezuela Embassy in Miami notified of his arrest, according to the affidavit. A voice mail was left with the embassy, and Moreno was transported to the Weakley County Detention Center.
