Billie Carter

Mrs. Billie Carter, 73, of Union City passed away 10:33 p.m. Friday, March 27, 2026, at her home.
Funeral services will be conducted 1 p.m. Tuesday at Edmaiston Mosley Funeral Home. Brother Carl Southerland will officiate. Burial will follow in Mt. Manuel Cemetery near Walnut Log.
Visitation will be held at the funeral home from 11 a.m. until the hour of services Tuesday.
Pallbearers will be her grandchildren.
Billie was born Sept. 20, 1952, in Hickman, Ky., daughter of the late William Thompson and Martha Dell (Ross) Thompson Hamblen. She married Joe Carter Nov. 27, 1967. He passed away Nov. 5, 2011. She worked at Baptist Memorial Hospital-Union City and was a member of Walnut Log Baptist Church. Billie loved shopping, eating out with her friends and spending time with her family.
She is survived by one son, Rodney Carter of Walnut Log; one daughter, Christie Hays (Brian) of Walnut Log; six grandchildren, Kyle Carter of Troy, Austin Carter (Carli) of Union City, Crystal Monarrez (Julio) of Nashville, Dalton Hays (Jessica) of Hornbeak, Hunter Carter (Ragan) of Martin and Trevor Carter of Nashville; 11 great-grandchildren, Bailey Williams, Keria Castellaw, Barrett Carter, Joe Hays, Remington Hays, Hudson Hays, Cypress Carter, Camden Carter, Greyson Carter, Karson Hawks and Jentry Hawks; two sisters, Susan Rearden (Stewart) of Hardinsburg, Ky., and Annette Myers (Russ) of Hornbeak; and her fiancée, Alton McCollum of Union City and his son, Ray McCollum (Michelle).
She was also preceded in death by one son, Kelly Carter; and three brothers, Danny Thompson, Jeff Hamblen and Bob Hamblen.
