Child abuse charged

A Union City man has been charged with child abuse in connection with a spanking incident which left a child with bruises.
Ronald J. Russell, 43, of 2210 Bel Aire Circle was arrested Wednesday at 2:10 p.m. at Child Protective Services’ office in Union City on a charge of child abuse, neglect and endangerment, a Class D felony, according to a Union City Police Department report.
The charge stems from an incident that allegedly occurred April 13 when a 6-year-old family member was spanked after apparently striking Russell’s semi truck while throwing sticks. The child alleged Russell grabbed him by the throat and choked him, then spanked him with a wooden paddle. The child told police it was the first time this had happened.
Police reported the child still had “very detailed bruising” to his buttocks area three days after the alleged incident.
