The Messenger, October 12, 2010 In Fulton, Halloween will be celebrated on Oct. 30 instead of Oct. 31, which is a Sunday, according to Fulton Police Chief Terry Powell. Fulton police are also urging parents to exercise caution when canvassing the community with their trick-or-treaters.
