Dog owner charged

A Union City man was cited on two charges Thursday evening after a dog-bite incident involving an 8-year-old child.
Edward Earl Bagwell, 28, of 416 South Ury St., Union City, was issued a citation at 7:20 p.m. charging him for a vicious dog and for failure to provide proof of vaccination, according to a Union City Police Department report.
Police were summoned shortly after 6 p.m. to the emergency room at Baptist Memorial Hospital-Union City in regard to a dog-bite victim. There, Shelly Lewis of Union City told police that her 8-year-old daughter had been bitten by Rhonda Bagwell’s dog, a large male Rotweiller mix, at the Bagwell home at 416 South Ury St. She said they had gone to the residence collecting canned goods for a school project.
Ms. Lewis told police that her daughter had asked to pet the dog. She claimed Ms. Bagwell told her that the dog might bite but that he would be OK if she held him, according to the report.
When the child went to pet the dog, he allegedly broke loose from Ms. Bagwell and attacked the girl, biting her right arm and right back side of her torso, police reported.
The child was reported to have sustained a severe laceration on her forearm and several smaller wounds.
Police went to the Bagwell residence and spoke with Ed Bagwell, whose wife was not home at the time. He was cited into city court on the two charges and the dog was impounded for 10 days for observation, according to the report.
