The Messenger. 06.02.08 Customers of the Hickman-Fulton Counties (Ky.) Rural Electric Cooperative Corp. that are serviced by the Clinton (Ky.) substation will experience a power outage beginning at midnight Friday. The power outage could last up to four hours, a spokesman said. This will include the electric co-op’s customers in Carlisle, Hickman and Graves counties and a portion of Fulton County. The outage is required in order for the Tennessee Valley Authority to do an upgrade in the substation, the spokesman said.
