DESIGN FLAW — Obion Public Works director Randy Evans showed council members Amy Wherry (left) and Mandy Correa an encoder on the automatic water meters the town has been using for about two years. He said a poor design of the encoder has caused many residents to mistakenly break it when they are trying to turn off the water to their homes. The cutoff valve (shown near Evans’ wrist) is located a short distance away. It costs $36, plus labor, to replace each encoder.
