Bill Haslam traveled to three key areas of the state Monday for ceremonial signings of his IMPROVE Act that will raise gasoline taxes while lowering grocery taxes to fund 962 road projects, including I-69, over the course of 10-15 years. Not even the weather would stop the bill signing as an extremely heavy downpour rolled into the Union City area on Monday just as the ceremony began atop the future I-69 off-ramp over Highway 51, between Union City and Troy.
